Wouldn't Northwestern play Notre Dame and Penn play Colgate regardless of their rankings if opponants are chosen for geographic proximity? It's not as if Penn would play Notre Dame if they were ranked #1. The real difference is that NW would face #8 Princeton (a team Penn has beaten) in the quarterfinals while Penn would face #7 BU if seedings hold.
